Unable to Contact Windows Live Hotmail Support
I have an mail account with the MSN Hotmail, when I log in to Hotmail and see my inbox with new messages but cannot open any of my messages because of "Error On Page". I cannot access Help either.It gives me an help message saying that You may discover that the issue you're reporting has resolved itself, or you may find a solution by clicking on the Help icon in the upper-right hand corner of any Windows Live Hotmail window. I cannot add the Hotmail account to Outlook Express either, it does not allow. However an existing Hotmail account, which is already on OE, will download messages but only into OE and not on IE.

To receive the help from the windows live, Make sure you are signed in with both your Windows Live Hotmail account and your Windows Live Hotmail Online Solutions Center profile.

Here are the following two ways through which you can ask for help,
To create a Windows Live Hotmail Online Solutions Center profile, click Sign In, enter your log in ID and password this will sign in with your Windows Live Hotmail account and create an account.
If you cannot sign in to your Windows Live Hotmail account, you can try recovering your password or create a new, temporary, Live account. There you will find and help menu and along with that you will get most FAQ.

open your browser there you will find an option for Tools -> Internet Options, and then click on Delete Files and Delete Cookies. Delete files will delete all recent pages you've visited, and delete cookies will delete all cookies that were saved on your computer. To go further you will also need to go to the Privacy tab in Internet Options and be sure that your computer is allowing cookies. (I would suggest using Low, but anything higher than Medium might be affecting your e-mail.)

I've been using Microsoft software since early versions of DOS and have gone up and down the rollercoaster over the decades. Run a scan and save the log file. Post the whole log file here. Do not fix anything since most of them listed there are harmless. I can deal with bugs when they are part of a system that is honestly trying to be a helpful system, but it's much harder when you have bad designs shoved down users throat when they want a simple, straightforward interface.
